A World Health Organization assessment described chaotic service delivery, overcrowding, growing surgical backlogs, and a breakdown in bio-safety measures.
Politicians have been jostling for position as champions of disaster recovery. The interim president, Delcy Rodriguez, who was appointed by the Trump administration, is trying to establish legitimacy during the crisis.
