Two men re-arrested over RAF Fairford plot on suspicion of aiding Iran
Counter-terror police have re-arrested two men under the National Security Act over the RAF Fairford incident and say Iranian state involvement is highly likely.
The Full Story
A plain summary built from the channels that reported this story.
Counter-terrorism police have re-arrested two men over the incident near RAF Fairford in Gloucestershire, and the UK government now says it is highly likely that Iran coordinated the activity. The two men, a 24-year-old UK national and a 25-year-old dual UK-Iranian national, both from Westminster, are being held under the National Security Act on suspicion of assisting a foreign intelligence service. One was among the five men originally detained near the base; the other was arrested in London days later. No charges have been announced.
The incident began at about 12.45am on Sunday 27 September when police received a call about three suspicious vehicles travelling towards RAF Fairford, a base used by the US Air Force. Armed officers stopped the vehicles in the village of Whelford and arrested five men on suspicion of offences under the Explosives Act. They were later further arrested on suspicion of preparing a terrorist act. A 400-metre cordon was set up and army bomb disposal experts used a robot to examine three white vans. About 85 households were evacuated and residents were sent to a nearby leisure centre.
Police later said no improvised explosive devices were found in the vans, but a quantity of petrol was recovered as an accelerant. The five original suspects, all UK nationals from London in their early to mid-twenties, were released on police bail with stringent conditions. It also emerged that one of those five had called 999 himself at about 12.45am, almost an hour before a local farmer raised the alarm. The farmer described seeing three vans and a group of masked men, and said she believed there may have been eight to ten people.
Counter-terrorism police led the investigation and said they were examining possible foreign state involvement, including whether the men were acting knowingly or unknowingly as proxies. Iran denied any involvement. US President Donald Trump initially praised the arrests, then criticised the decision to release the men on bail. US Secretary of State Marco Rubio said the incident clearly involved the hands of a foreign actor. The US later withdrew all its bombers from RAF Fairford, with the Pentagon citing operational security and the Wall Street Journal reporting security concerns.
A sixth man, a 25-year-old dual UK-Iranian national, was arrested in Westminster on suspicion of preparing terrorist acts and later released on bail. A seventh man, a 22-year-old British national, was also arrested in London and bailed. In the Commons, Prime Minister Andy Burnham said the government's assessment was that the incident was highly likely to have been coordinated in Iran and almost certainly directed by Iran's Islamic Revolutionary Guard Corps. The Foreign Secretary summoned the Iranian ambassador, and the Home Secretary announced sanctions against two individuals linked to Iranian espionage and attacks in Europe and the US.
Residents of Whelford have been allowed back to their homes, but armed police remain around the base and the investigation continues. Counter-terrorism police say they are pursuing multiple lines of inquiry and have described the case as complex.

Channel Perspectives
What each channel focused on, with key quotes.
Sky News treated the story as a rolling security and diplomatic drama, pushing quickly from the initial arrests to US reactions and the later withdrawal of bombers. It gave heavy weight to Washington's public comments and to the contradiction between Trump's account and UK police statements. Its correspondents also stressed the local lockdown and the fast moving nature of the investigation.
- “five men have been arrested on suspicion of Preparation of a terrorist act near an RAF base used by the US military”
- “Sky News understands that counter-terror police are investigating whether there is a possible Iranian link to a suspected plot to bomb RAF Fairford.”
- “We're hearing that the US has taken all Air Force bombers out of RAF Fairford.”
BBC News framed the story around security, intelligence and the official timeline, with correspondent analysis of RAF Fairford's role in US operations against Iran. It was cautious about attribution at first, then later reported the re-arrests and the assessment that Iran was highly likely involved. It repeatedly stressed what police had and had not found, including petrol but no improvised explosive device.
- “A major incident is declared near a UK-US air base in Gloucestershire amid recently heightened security.”
- “the five men arrested on suspicion of terror offenses near the Royal Air Force Fairford base outside Gloucestershire in Southern England have been released on bail.”
- “Two men have been re-arrested after an incident at the RAF Fairford Air Base in Gloucestershire last month.”
BBC ONE West concentrated on the local village of Whelford, the evacuation, returning residents and the visible security around the base. It kept national and international claims in view but tested them against the experience of people living beside RAF Fairford. Its later coverage led on the re-arrests and the suspicion of assistance to Iran's intelligence service.
- “Five men have been arrested near an RAF base in Gloucestershire on suspicion of preparing a terrorist act.”
- “The five men arrested on suspicion of terror offences near RAF Fairford have all been released on police bail and remain under investigation.”
- “Two men who were arrested during an investigation into a suspected terror plot near RAF Fairford in Gloucestershire last month have been re-arrested on suspicion of assisting Iran's intelligence service.”
ITV1 leaned into the possible Iran link and the question of whether proxies were paid to act, while also giving space to the farmer who raised the alarm. Its reporting tracked the bail decisions and later arrests, and it kept the political fallout at the Labour conference in the frame. The tone was investigative rather than rolling.
- “ITV News understands police are investigating whether the plot is linked to Iran”
- “one line of inquiry is looking at whether members or representatives of the Iranian regime may have paid others to take some sort of action on their behalf.”
- “Counterterrorism police have arrested a dual UK Iranian national over the incidents at RAF Fairford over the weekend.”
Channel 4 News emphasised uncertainty and conflicting accounts, asking whether the plot had been foiled by a passer-by or by earlier intelligence. It highlighted the early release on bail and the gap between US statements and what UK police would confirm. Its coverage was more sceptical about official certainty.
- “There are still armed officers at the scene, there are roadblocks, there are bomb disposal units”
- “There is no confirmation as of yet a hostile nation was behind the incident and the police are still investigating several possible motives.”
- “What happened, what almost happened, what could have happened in the UK over the weekend is a very serious situation. It's one that clearly involves the hands of a foreign actor.”
5 News offered concise bulletin updates, but repeatedly returned to the confusing sequence of calls and bail decisions. It was quick to report the farmer's account, the suggestion that one suspect called 999, and the Prime Minister's later claim of strong indications of Iranian involvement. The tone was plain and update driven.
- “Five men have been arrested on suspicion of preparing a terrorist act after a major incident near RAF Fairford.”
- “one of the five men arrested actually called 999 himself early on Sunday morning”
- “there are strong indications that Iran played a part in the suspected bomb plot”
GB News treated the case as a political and security controversy, with presenters questioning the bail decision and the competence of UK authorities. It gave prominence to Donald Trump's criticism, the Iranian embassy's denial and the later arrest of a dual British-Iranian national. Its coverage was more opinionated and combative than the other channels.
- “five british men from london have all been released on bail”
- “a dual British-Iranian national has become the sixth person now arrested in connection with the suspected terror plot near RAF Fairford.”
- “the embassy accused us of iranophobia”
